Target groups

Mission of the institution
The Institute of Educational Research (IBE PIB) is a state research institute based in Warsaw, Poland. It conducts interdisciplinary research in education and lifelong learning to support evidence-based policy and practice.
IBE provides data on the functioning of the education system and promotes effective, evidence-based teaching and learning methods. By integrating scientific knowledge with practice, the Institute supports the alignment of educational curricula and qualifications with social and labour market needs. It prepares policy recommendations for national authorities and develops practical tools for schools and educators.
Key Functions
- Conducting interdisciplinary research and development in education and lifelong learning, drawing on a wide range of methods including large-scale assessments, randomised controlled trials, and qualitative studies.
- Developing and updating graduate profiles and core curricula for preschool and general education, and monitoring their implementation.
- Analysing administrative data, creating data products, and evaluating education policies in support of the Ministry of National Education and local governments.
- Analysing labour market demands and tracking graduates to support the alignment of vocational education and training with economic needs.
- Promoting evidence-based education and supporting inclusive education and the digital transformation of schools and teachers’ competences.
- Organising and implementing international large-scale assessments in Poland, including TIMSS, PIRLS, ICCS, ICILS, PISA and PIAAC.
- Representing Poland in international organisations and cooperating with the OECD, IEA, UNICEF, and CEDEFOP. Collaborating with research networks to synthesise research evidence.
Relevant Educational Priorities/Projects
- Curriculum reform: analytical support, public consultation, and graduate profile development.
- Inclusive education: evaluation of support measures and integration of students with diverse needs, including students from Ukraine.
- Vocational education and training: using administrative data to monitor VET effectiveness and its relationship with the labour market. Monitoring and evaluating VET policies in Poland and abroad as part of the ReferNet network.
- Digital transformation: assessing school readiness and developing teachers’ digital competences.
